git.silvarion.org is now the source of truth for every ansible_roles_list local-path source entry by default, regardless of whether that path exists on whatever machine runs this. playbook_use_local_collections=true opts back into installing from the local path (dev/test convenience) -- a recorded local checkout path is only ever valid on the machine that wrote it.

Also batches the derived git installs into one ansible-galaxy invocation per kind (collection/role) rather than one command per entry, so galaxy's resolver can satisfy a dependency between two of this fleet's own private collections directly instead of falling back to public Galaxy (which doesn't host them). Does not help a purely transitive dependency that never appears in any leaf's own ansible_roles_list.

A recorded local-path source entry in ansible_roles_list is only ever
valid on the one machine that wrote it (every host_vars file bakes in
the operator's own dev checkout path). git.silvarion.org is the source
of truth by default now; playbook_use_local_collections=true opts back
into the local path for dev/test convenience.

Also batches the derived git installs into one ansible-galaxy invocation
per kind (collection/role) rather than one command per entry, so galaxy's
resolver can satisfy a dependency between two private silvarion.*
collections directly instead of falling back to public Galaxy. Doesn't
help a purely transitive dependency that never appears in any leaf's own
ansible_roles_list.
