env_parser only ever read <platform>/metadata.yml and below; a file placed directly at the environment source root was silently ignored. Now merged as the lowest-priority layer, before each platform's own metadata.yml.

Useful for anything that should not need repeating per-platform -- e.g. the fleet's ansible-collections org base URL or a default collection version (relevant to PR #7).

Verified live: merge priority (root < platform < leaf) with a scratch tree, and no-regression against the real infrastructure/homelab repo (no root metadata.yml present there yet, confirmed behavior is unchanged).
