Fix changelog config and remove stale already-released fragment

changelogs/config.yaml's sections map duplicated release_summary,
which also names prelude_name -- same bug class fixed in
silvarion.repos/databases (antsibull-changelog rejects a section
sharing the prelude's name).

changelogs/fragments/1.0.0.yml is stale: its content is already fully
recorded in changelogs/changelog.yaml (dated), so it was never
consumed by a real antsibull-changelog release -- deleted it to avoid
duplicating its release_summary against any future release's own.

Fix real ansible-lint failures and add release pipeline

Ansible Lint / ansible-lint (pull_request) Successful in 40s

- .forgejo/workflows/ansible-lint.yml installed silvarion.databases,
  but galaxy.yml actually depends on silvarion.devtools, which itself
  transitively depends on silvarion.base -- both now installed
  explicitly before linting. Confirmed live: "Failed to resolve the
  requested dependencies map" for each in turn until both were added.
- galaxy.yml had a top-level requires_ansible key (not part of the
  official schema, fatal under the basic profile); meta/runtime.yml
  didn't exist -- created it with the same value.
- roles/php/molecule/default/verify.yml shelled out to `systemctl
  is-active` to check a service's state instead of using the systemd
  module -- switched to ansible.builtin.systemd (name only, no state,
  a genuine no-op query) checking .status.ActiveState instead of
  .stdout.
- Added .gitignore (didn't exist at all).
- Added .forgejo/workflows/release.yml, the antsibull-changelog
  release pipeline proven on silvarion.repos/base/containers/etc.

Verified end-to-end in a fresh container: ansible-lint 0 failures/0
warnings, and antsibull-changelog release+generate both succeed.
