Add ansible-lint CI gate ... 0e58041e22

Rolls out the lint-gate half of the pattern proven on silvarion.repos/
base/containers/databases/network/provision/devtools. Release pipeline
to follow in a separate PR once lint issues are addressed.

Add changelog config and backfill v1.0.0 release history ... 3a8cea25b0

changelogs/config.yaml's sections map duplicated release_summary,
which also names prelude_name -- same bug class fixed in
silvarion.repos/databases/webservers/remoting (antsibull-changelog
rejects a section sharing the prelude's name).

changelogs/fragments/1.0.0.yml's content (the original Certbot-only
release) had never been recorded anywhere -- no changelog.yaml existed
at all. Backfilled it properly via `antsibull-changelog release
--version 1.0.0` with authelia-role.yml (a genuinely new, unreleased
fragment) temporarily moved out first, so it doesn't get wrongly
backdated into the v1.0.0 history alongside Certbot.

Verified: the next real release (antsibull-changelog release+generate
against the current pending fragment) succeeds end-to-end in a fresh
container.

Fix ansible-lint.yml installing the wrong collection dependency ... 08fa8d0d2b

Installed silvarion.databases, but galaxy.yml actually depends on
silvarion.base. Confirmed live, CI run #72: "Failed to resolve the
requested dependencies map" for silvarion.base, since nothing ever
installed it. Verified in a fresh container with the corrected
collection: 0 failures.
