Add antsibull-changelog release pipeline

Rolls out the release-pipeline half of the pattern proven on
silvarion.repos/base/containers/databases/network/provision/devtools.
Manually-triggered (workflow_dispatch): bumps galaxy.yml, runs
antsibull-changelog release+generate, pushes a release commit+tag
directly to main via the RELEASE_TOKEN org secret.

Verified end-to-end in a fresh container matching the CI job image.
