Add antsibull-changelog config

Fix real ansible-lint failures: reserved var name, galaxy.yml schema, task names

a140ded1dc

- galaxy.yml had a top-level requires_ansible key (not part of the
  official schema, fatal under the basic profile) and meta/runtime.yml
  didn't exist -- created it with the same value.
- roles/openbao/tasks/openbao/namespaces.yml set a vars: entry literally
  named `namespace`, an Ansible-reserved name (var-naming[no-reserved]).
  Confirmed it was dead code -- grep found no reference to a bare
  `namespace` anywhere in the included ns_config.yml, which instead
  uses the loop_control loop_var (_l_openbao_current_ns) directly.
  Removed the unused vars: entry entirely.
- roles/openbao/tasks/openbao/ns_config.yml had 8 task names with a
  Jinja expression in the middle of the string instead of at the end
  (name[template]) -- reworded all 8 to move the template to the end.
