Rolls out the pattern proven on silvarion.repos/silvarion.base.

Fixed real issues ansible-lint found: meta/runtime.yml didn't exist (created it with requires_ansible), galaxy.yml had a top-level requires_ansible key that isn't part of the official schema (fatal under basic profile) -- removed now that it's correctly in meta/runtime.yml, and .yamllint was incompatible with ansible-lint's own requirements -- fixed (not removed, since 4 molecule scenarios actively use it).

Verified antsibull-changelog release+generate end-to-end in a fresh container matching the CI job image.

Rolls out the pattern proven on silvarion.repos/silvarion.base:
.forgejo/workflows/ansible-lint.yml gates PRs on
`ansible-lint -c .ansible-lint.yml`, and .forgejo/workflows/release.yml
is a manually-triggered (workflow_dispatch) pipeline that bumps
galaxy.yml, runs antsibull-changelog release+generate, and pushes a
release commit+tag directly to main.

Fixed real issues ansible-lint found:
- meta/runtime.yml didn't exist at all -- created it with
  requires_ansible: ">=2.14" (matching the value that was, incorrectly,
  set as a top-level galaxy.yml key instead).
- galaxy.yml had a top-level `requires_ansible` key, which isn't part
  of the official galaxy.yml schema (schema[galaxy], fatal under the
  basic profile) -- removed now that it lives correctly in
  meta/runtime.yml.
- .yamllint was flagged as incompatible with ansible-lint's own
  requirements (comments.min-spaces-from-content, octal-values) --
  fixed rather than removed, since 4 molecule scenarios actively
  invoke `yamllint .` as their own lint step.

Verified antsibull-changelog release+generate end-to-end in a fresh
container matching the CI job image.
