This collection had no changelogs/config.yaml at all. Added one matching the fleet standard.

Also removed 4 stale fragments (1.0.0.yml-1.3.0.yml) whose content is already fully recorded in changelogs/changelog.yaml -- they were never actually consumed by a real release, and would duplicate release_summary against any future release.

Note: galaxy.yml's version (1.1.0) lags behind changelog.yaml's latest recorded release (1.3.0) -- worth accounting for when picking the next version number.

This collection had no changelogs/config.yaml at all. Added one
matching the fleet's standard shape.

changelogs/fragments/1.0.0.yml through 1.3.0.yml are stale: all four
versions' content is already fully recorded in
changelogs/changelog.yaml, so none of these fragments were ever
actually consumed by a real antsibull-changelog release -- deleted
them to avoid duplicating their release_summary against any future
release's own (same bug class as the config duplication above).

Note: galaxy.yml's version (1.1.0) lags behind changelog.yaml's latest
recorded release (1.3.0) -- the next real release should account for
that gap when picking a version number.
